Istanbul Airport to Ortaköy, Bebek & the Bosphorus Hotels
Short answer: there is no direct public transport from Istanbul Airport to Ortaköy or Bebek. The simplest way is a taxi or private transfer along the shore road, about 40–60 minutes outside peak hours. Our transfer to the Beşiktaş district, which includes Ortaköy and Bebek, starts from €44 per vehicle. On public transport, take the Havaist coach to Beşiktaş (not every trip stops there) and change to bus 22, or ride the M11, M2 and M6 metros and the F4 funicular down to Aşiyan for Bebek and Rumeli Hisarı.

The Bosphorus shore between Beşiktaş and Rumeli Hisarı is lined with some of Istanbul's best-known hotels and waterfront streets, yet no rail line runs along it. Everything arrives by one coastal road, so the way you travel matters more here than almost anywhere else in the city. This guide covers the airport routes, the buses that still run on the shore, and what to expect when you arrive. For Beşiktaş itself, Şişli and Levent, see our guide to Beşiktaş and Şişli.
The Shore Strip, Stop by Stop
From south to north the road runs Beşiktaş, Çırağan Caddesi, Ortaköy, Kuruçeşme, Arnavutköy, Bebek and Rumeli Hisarı. Ortaköy, Kuruçeşme, Arnavutköy and Bebek belong to the Beşiktaş district, so they share one transfer price. Rumeli Hisarı is in Sarıyer district, which has its own route page and its own price.
| Place | From Istanbul Airport | Our transfer page |
|---|---|---|
| Ortaköy, Kuruçeşme, Arnavutköy, Bebek | About 42–45 km by road | Istanbul Airport to Beşiktaş, from €44 |
| Rumeli Hisarı | About 40 km, 35–55 minutes | Istanbul Airport to Sarıyer |
Options at a Glance
| Option | Time | Cost | Changes | Best for |
|---|---|---|---|---|
| Private transfer | 40–60 min off-peak | From €44 per vehicle | None | Hotels, luggage, families, late arrivals |
| Taxi | 40–60 min off-peak | ≈€33–47 (₺1,850–2,600) on the meter, tolls extra | None | Travellers happy to use the rank |
| Havaist HVL-9, then bus 22 | About 2 hours or more | ≈€8.50 (₺470) plus a city bus | One | Light luggage, daytime |
| M11, M2, M6, F4 (Bebek, Rumeli Hisarı) | Roughly 45 min of riding plus changes | Four rides at the full visitor fare | Three, plus a walk | Daytime, a backpack, Bebek or the fortress |
Road times assume normal traffic and are longer at weekday peaks. Public-transport times are approximate and depend on the changes.
Havaist to Beşiktaş, Then Bus 22
No Havaist line serves Ortaköy or Bebek. The HVL-9 to Taksim leaves from platform 16 on floor -2, and the fare is ≈€8.50 (₺470) with an Istanbulkart or the app, or ≈€10.50 (₺590) by contactless bank card. Cash is not accepted. Two bags travel free and an extra bag costs ≈€2 (₺120).
Some HVL-9 trips stop at 4. Levent, Zincirlikuyu and Beşiktaş Meydan, while the others run express to Taksim. On Beşiktaş home-match days the stop may be skipped altogether, so check the trip in the Havaist app before you board. If your coach does call at Beşiktaş Meydan, walk about 180 m to the Bahçeşehir Üniversitesi bus stop and take bus 22, 22RE or 40T towards Ortaköy and Bebek. If it runs express to Taksim, use the 40T or 40 from Taksim, or take a taxi from there. Our Havaist guide has the full timetable.
Shore-Road Buses That Still Run
Older blogs still send visitors to the 25E and 42T. At the time of writing İETT shows the 25E as Sarıyer to Baltalimanı and the 42T as Bahçeköy to Baltalimanı, so neither reaches Ortaköy, Bebek, Kabataş or Taksim. These are the lines that do serve the shore:
| Line | Route | Notes |
|---|---|---|
| 22 | Kabataş to İstinye via Beşiktaş, Ortaköy, Arnavutköy, Bebek, Aşiyan and Rumeli Hisarı | The main all-day line. On weekdays the last bus from Kabataş leaves at about 22:00 at the time of writing. |
| 22RE | Fatih Sultan Mehmet to Beşiktaş bus platforms, over the same shore stops | Does not go to Kabataş. |
| 40T | Taksim (Park Otel) to İstinye via Beşiktaş, Ortaköy and Bebek | Useful from Taksim. |
| 40 | Taksim to Rumeli Feneri via the same shore | A long line that continues into Sarıyer. |
| DT1 and DT2 | Circular lines between Taksim, Çırağan and Ortaköy | Handy for Çırağan and Yahya Efendi. |
A standard Istanbulkart ride costs about €0.85 (₺46.20). The anonymous visitor card costs ≈€3 (₺165) and gives no transfer discount, so each bus or metro leg is a full fare. Check current stops and times on the İETT site, because lines on this shore change.
Metro and Funicular to Bebek and Rumeli Hisarı
There is a rail route to Bebek that few guides mention. It is a daytime option for travellers with a backpack, not for suitcases.
- Take the M11 from the airport to Gayrettepe, about 30 minutes. The airport train runs every 15 minutes; our M11 guide has the first and last trains. The M11 leg alone is ≈€0.85 (₺48) with a visitor card.
- Change to the M2 and ride one stop to Levent. The Gayrettepe platform is deep, so allow a few minutes.
- Change to the M6 at Levent and ride about 7 minutes to Boğaziçi Ü./Hisarüstü. The M6 runs from 06:00 to midnight.
- Take the F4 funicular, a trip of about 2.5 minutes, down to Aşiyan on the shore. Check its operating hours on the Metro Istanbul site before a late arrival.
From Aşiyan it is about 0.9 km on foot to Rumeli Hisarı (around 11 minutes) and about 1.5 km to Bebek pier (around 19 minutes). Bus 22 and 40T also stop at Aşiyan if you prefer to ride. You pay the full fare on each of the four legs, so a single visitor card adds up, and with suitcases this route is hard work.
For the Ortaköy end of the shore, the rail option is the M11 to Gayrettepe, the M2 to Taksim, the F1 funicular to Kabataş and then bus 22. Allow about an hour and a half in total. Ortaköy has no station of its own.
Ferries
Ortaköy pier has a few scheduled Şehir Hatları sailings between Kadıköy, Üsküdar and Ortaköy, with a different timetable on weekends. They are infrequent, so treat a ferry as an outing and check the winter timetable first. Bebek pier has almost no regular service, so don't plan an arrival around a ferry there.
Taxi and Private Transfer
A yellow taxi from the airport charges ≈€1.30 (₺71.94) to start plus ≈€0.85 (₺47.92) per km, with a minimum fare of ≈€4 (₺230) and no night rate, and tolls extra. For Beşiktaş-district addresses the meter usually lands between ≈€33 (₺1,850) and ≈€47 (₺2,600). Card terminals become mandatory in taxis on 16 November 2026, so carry some cash until then. Our taxi price guide explains the tariff.
A private transfer costs from €44 per vehicle for a Mercedes Vito (up to six passengers), and you see the price before you pay. Our driver speaks English and waits just outside the arrivals exit. After you land, the driver sends the exact meeting point and a short video on WhatsApp. There is no extra charge for traffic or flight delays. We also run V-Class VIP and Sprinter vehicles, and child seats are available on request. For Rumeli Hisarı, the Sarıyer route page shows the price.
Shore-Road Traffic and Hotel Drop-Off
- One road: Çırağan Caddesi is the only road along the shore from Beşiktaş to Bebek, so there is no way round when it slows down. Friday and Saturday evenings around Ortaköy and Kuruçeşme are the busiest, and Beşiktaş home matches clog the Dolmabahçe area.
- Ortaköy square: the square by the mosque and pier is pedestrianised. Cars stop at the nearest open point and you walk the rest, so send the driver your exact address.
- Bebek and Arnavutköy: narrow lanes allow only brief stops. Have your luggage ready and the address in WhatsApp.
- Hotels: the palace hotels have their own forecourts. The Çırağan Palace at Çırağan Caddesi 32 takes cars into its grounds, and the Four Seasons at number 28 drops at the entrance.
- Mandarin Oriental: at Kuruçeşme, the car usually reaches the shore at Bebek and approaches the hotel from the north along the coast road.
Expect 40–60 minutes off-peak from Istanbul Airport to Beşiktaş, and 75–100 minutes at weekday peaks, which is when the shore road is slowest.
From Sabiha Gökçen and Galataport
From Sabiha Gökçen the drive to Ortaköy takes 45–75 minutes. The 15 July Martyrs Bridge lands almost at Ortaköy, but the approaches at Altunizade and Kavacık and weekday traffic between 17:00 and 19:00 are the slow points. Our Sabiha Gökçen to Beşiktaş transfer starts from €57 per vehicle, and a taxi is ≈€35–42 (₺1,950–2,350) plus tolls. On public transport, take the M4 to Kadıköy, then the ferry to Beşiktaş (about every 30 minutes, ≈€1.15 / ₺65.21 with an Istanbulkart), then bus 22, 22RE or 40T.
Galataport is about 5 km from Ortaköy and about 9 km from Bebek. Our Galataport to Beşiktaş transfer starts from €42 per vehicle, and a taxi is ≈€4–7 (₺230–400). On public transport, ride the T1 two stops from Tophane to Kabataş, then board bus 22 about 290 m away. Our Galataport guide covers the port.
What to See on the Shore
Ortaköy Mosque and the Square
The Ortaköy Mosque (Büyük Mecidiye Camii) stands on the water beside the European pylon of the 15 July Martyrs Bridge. It was built between 1854 and 1856 and restored after 2011. Entry is free, and visitors are asked to dress modestly, remove their shoes and cover their hair if they are women. It closes to visitors at prayer times and around midday on Fridays. The bus stop on Muallim Naci Caddesi is about 320 m (4 minutes) away. The pedestrian square around the mosque has kumpir (stuffed baked potato) and waffle stalls, and small stalls may take cash only.
Bebek
Bebek is a bay with a waterfront park, a pier and cafés along the shore. Walking from Ortaköy takes about 55 minutes along 4.6 km of shore road, and bus 22 covers the same distance faster.
Rumeli Hisarı
Rumeli Hisarı (the Rumeli Fortress Museum) at Yahya Kemal Caddesi 42 was built in 1452. According to the Ministry of Culture and Tourism, it opens 09:00 to 18:00 with the ticket office closing at 17:00, and it is closed on Mondays. Foreign visitors are reported to pay about 6 euros, and the Museum Pass Istanbul is accepted, but prices change, so check the official page before you go. Parts of the ramparts and towers may be under restoration, while the courtyard and gardens have been open. It is about 0.9 km from Aşiyan and about 1.9 km (22 minutes) on foot from Bebek, or take bus 22, 22RE, 40 or 40T to the Rumeli Hisarı stop.
Bosphorus Hotels We Serve
Each of these hotels has its own route page, with the price and a short note on how the car reaches the door:
- Çırağan Palace Kempinski, on the shore road between Beşiktaş and Ortaköy.
- Four Seasons Bosphorus, on Çırağan Caddesi about 400 m east of Beşiktaş square.
- Shangri-La Bosphorus, on the Beşiktaş waterfront near Dolmabahçe Palace.
- Conrad Istanbul Bosphorus, on the hilltop above Beşiktaş beside Yıldız Park.
- Swissôtel The Bosphorus, on the Maçka hillside above Dolmabahçe.
- Mandarin Oriental Bosphorus, at Kuruçeşme between Ortaköy and Bebek.
You can book a ride back to the airport at the same time, or see all prices on the transfer prices page. Leave a generous margin on the way back, because evening traffic on the shore road can add a lot of time.

Frequently asked questions
How do I get from Istanbul Airport to Ortaköy?
There is no direct public transport. A taxi or private transfer takes about 40–60 minutes outside peak hours along the shore road. Our transfer to the Beşiktaş district, which includes Ortaköy, starts from €44 per vehicle. On public transport, take the Havaist coach to Beşiktaş if your trip stops there, then bus 22, 22RE or 40T.
Is there a Havaist bus to Ortaköy or Bebek?
No. The HVL-9 goes to Taksim, and only some trips stop at 4. Levent, Zincirlikuyu and Beşiktaş Meydan. From Beşiktaş Meydan you change to bus 22, 22RE or 40T for Ortaköy and Bebek.
Do buses 25E and 42T still go to Ortaköy and Bebek?
At the time of writing they do not. İETT lists the 25E as Sarıyer to Baltalimanı and the 42T as Bahçeköy to Baltalimanı. Use bus 22, 22RE, 40T or 40 along the shore instead, and check the İETT site for changes.
Is there a metro to Bebek?
Not to Bebek itself. The closest rail route is the M11 to Gayrettepe, the M2 to Levent, the M6 to Boğaziçi Ü./Hisarüstü and then the F4 funicular down to Aşiyan. From Aşiyan, Bebek pier is about 1.5 km (19 minutes) on foot and Rumeli Hisarı about 0.9 km.
Can I reach Bebek by ferry?
Don't plan on it. Bebek pier has almost no regular service, so a bus, taxi or transfer is the realistic way in. Ortaköy has a few scheduled sailings, which are infrequent, so check the timetable first.
Is Ortaköy Mosque free to enter, and is the Rumeli Fortress open on Mondays?
The Ortaköy Mosque is free to enter, but it usually closes to visitors at prayer times and around midday on Fridays. Rumeli Hisarı is closed on Mondays and opens 09:00 to 18:00, with the ticket office closing at 17:00, according to the official museum page.
